Education Health and Care Plan Funding – 2024/25

To seek approval to implement an inflationary increase of 3% to Education Health and Care Plan top-ups.

The cost of this increase to the Dedicated Schools Grant (DSG) is forecast to be £1.3m for the financial year 2024/25.

This recommendation is being made following an advisory discussion with the local Schools Forum, which considered the financial pressures that exist in schools alongside the rising High Needs deficit.

In addition, the Cabinet Member:

 

1.    To note previous years’ inflationary increases for EHCP top up increases have been mandated by government, then the absence of this mandate in 2024/25 places a requirement for a local decision to be made;

 

2.    To note the options for reviewing top-ups and bandings as part of the Council’s involvement in the Change Partnership (CPP) and Delivering Better Value (DBV) programmes workstreams to drive the right outcomes for children and young people, subject to proposed national reforms;

 

3.    To note that a full update to the forecast DSG deficit will be brought to Cabinet in September 2024. The update will include the inflationary increase to top-ups and other variable factors impacting progress against the Delivering Better Value programme.
