Mini competition to procure a call off contract under Lot 5i of the Gloucestershire Community and Accommodation Based Support Pseudo Framework Agreement

 

 

To seek approval to conduct a mini-competition process under Lot 5i of the Gloucestershire Community and Accommodation Based Support Pseudo Framework Agreement in respect of a call off contract for the supply of 16+ Accommodation Based Support.

 

This key decision will be considered using the Council’s general exception rules because the decision is urgent and it has not been possible to give 28 days notice on the Forward Plan. The decision will be considered by Cllr Kathy Williams, Cabinet Member for Adult Social Care Delivery.

 

Chair and Vice Chair of the Adult Social Care and Communities Scrutiny Committee, Cllrs Stephan Fifield and Lisa Spivey, have been notified of the need to implement the decision as an urgent decision under the council’s general exception rules.

This decision will be taken as an urgent decision under the council’s general exception procedures (as set out in the Council’s Constitution, Rules on Access to Information Procedure Rules).

Reason for implementing the decision under the council’s general exception rules

The notification of withdrawal of a commissioned provider on Lot 5i of the Community and Accommodation Based Support Pseudo Framework has come at short notice prior to the end of the current contractual term on 31st March 2023. In order to limit the risks associated with having to move vulnerable young adults into alternative accommodation, (potentially at great cost to ourselves and disruption to the service user), the council will need to commence a procurement process as soon as possible in order to appoint and mobilise a replacement provider.

As this decision is urgent, it has not been possible to give the required 28 days notice of this key decision.
