Reason for urgency:
The Infection Control Fund has been allocated to Gloucestershire from central Government with a mandate to pass the funds on to providers in 20 working days. The funds were received on the 1st October. Since the funding is £6,621,410 an urgent decision is required to ensure appropriate governance and oversight of the spend.
As this decision is urgent, it has not been possible to give the required 28 days notice of this key decision.

The Department of Health and Social Care has
set a very restricted timeframe within which the funding described
in this report must be allocated to adult social care providers,
hence the usual procedure for carrying out a consultation process
has not been possible. The council has, however, consulted with the
provider representative organisation GCPA in order to understand
current provider pressures.
Planned Dates: The intention is for the first of the two payments described in the Recommendations section of this report to be made on October 28th 2020
