Reason for urgency:
The Department for Health and Social Care placed a requirement on upper tier local authorities to publish a local outbreak management plan by the 30th June 2020. The plan was tested through an exercise on the 8th July and subsequent amendments were made. A decision to sign off the Gloucestershire Local Outbreak Management Plan (GLOMP) is sought via the General Exception Rule as there is an urgent requirement to adopt the GLOMP to ensure there is an effective plan in place for Gloucestershire to manage the spread of COVID19. In addition, a decision is sought to delegate authority to the Director of Public Health, in consultation with the Cabinet Member for Public Health and Communities to allocate the Local Authority Covid-19 Test and Trace Service Support Grant in order to deliver the objectives in the Local Outbreak Management Plan.

The GLOMP was produced in consultation with a range of stakeholders including district councils, police, clinical commissioning group, Gloucestershire Hospitals Trust and Public Health England.

Planned Dates: The Local Outbreak Management Plan will be adopted on 3rd August 2020 and will be reviewed every three months to ensure it accurately describes our plans to prevent, respond and manage cases and outbreaks of Covid-19.
