1) Exercise a right to extend the term of three contracts in line with the original contract terms of two years plus a two year extension; pursuant to a Cabinet decision dated 18th July 2018 for the sale of electricity generated at the Gloucestershire Energy from Waste Facility at Javelin Park; and for the purchase of both gas and electricity to supply the Council’s estate and schools (including academies);
Award, without further competition (i.e. direct award), two six
month contracts one for the supply of electricity and associated
ancillary services and one for the supply of gas and associated
ancillary services to the incumbent supplier of such services in
order for the contracts to become coterminous with the electricity
sales contract, to allow the Council to retender sales and
purchasing as one contract if preferred and/or to enable the
Council to gain/manage a natural hedge; and
3) Adopt the Electricity Trading Protocol, which sets out the principles governing electricity selling and purchasing by the Council and enables officers to buy and sell electricity within an agreed framework so as to minimise financial risks to the Council as outlined to Cabinet in July 2018.
