23/06/2020 - Mental Health Accommodation Based Support

The purpose of this report is to seek Cabinet approval for the new commissioning strategy for individuals requiring mental health supported accommodation. The current contracts are subcontracted via Gloucestershire Health and Care NHS Foundation Trust (GHCNHSFT) on NHS National Standard Sub-Contracts and end 30 September 2020.

The new commissioning programme will be initially to directly contract with existing providers through direct awards for the individual packages of care, while the Service Recommissioning Team is separated out and commissioned via the Section 75 arrangement, between GCC and GCCG, alongside other elements of mental health social work. Thus, becoming part of the main contract with GHCNHSFT for delivery of integrated health and social care services for adults with Serious Mental Illness.

The final stage will be the re-commissioning of these placements through the existing GCC framework within Social Care and Supporting People.

22/06/2020 - Direct Award for Youth Support Service Contract for 2021

Acknowledging the wide-ranging impact of the coronavirus pandemic and economic recession, Cabinet to agree a way forward for youth support services to continue to discharge the council’s statutory and partnership responsibilities towards young people aged 10 to 24 years following the end of the current youth support contract in March 2021.

 

Cabinet is therefore asked to undertake a Direct Award to the current provider, Prospects Services (Shaw Trust), for integrated youth support services to start in April 2021 for a period of 12 months; with a strategic review, revised specification and open tender for new services beginning in April 2022.

 

Scrutiny

 

In March 2019, the Overview and Scrutiny Management Committee set up a task group supported by Children & Families Commissioning, to look at Youth Strategy for 8 - 24 year-olds in Gloucestershire. The aims of the Group were: - :

 

To review and scrutinise current provisions for 8 – 24 year olds in Gloucestershire.

 

To consider how the Council could encourage young people’s personal and social development outside of school hours, and their preparation for adult life, through promoting youth provision in every community, delivered by a mix of volunteers and trained staff.

 

To make sure that whatever their background or circumstances, every young person has the support they need to be healthy, stay safe, enjoy and achieve, make a positive contribution and achieve economic well-being.

 

With partners, to use the continuum of need, in the new Right Placement First Time: Sufficiency Strategy, to develop recommendations to help the council better co-ordinate intervention services and provide a county-wide strategy.

 

The resulting Youth strategy task group findings were published in October 2019 and included in the Background Documents accompanying this forward plan

19/06/2020 - Contracts relating to the sale and purchase of electricity and gas

1)    Exercise a right to extend the term of three contracts in line with the original contract terms of two years plus a two year extension; pursuant to a Cabinet decision dated 18th July 2018 for the sale of electricity generated at the Gloucestershire Energy from Waste Facility at Javelin Park; and for the purchase of both gas and electricity to supply the Council’s estate and schools (including academies);

 

2)    Award, without further competition (i.e. direct award), two six month contracts one for the supply of electricity and associated ancillary services and one for the supply of gas and associated ancillary services to the incumbent supplier of such services in order for the contracts to become coterminous with the electricity sales contract, to allow the Council to retender sales and purchasing as one contract if preferred and/or to enable the Council to gain/manage a natural hedge; and

3)    Adopt the Electricity Trading Protocol, which sets out the principles governing electricity selling and purchasing by the Council and enables officers to buy and sell electricity within an agreed framework so as to minimise financial risks to the Council as outlined to Cabinet in July 2018.

04/06/2020 - M5 Junction 10 Improvement Scheme; Commitment to use Compulsory Purchase Powers

As detailed within the June 2020 Cabinet paper, Gloucestershire County Council (GCC) is continuing to work with Homes England to enter into a Grant Determination Agreement (GDA) in relation to the M5 Junction 10 Improvement Scheme. In June 2020, Cabinet approved the recommendations to enter into this agreement (recommendations 3, 4 and 5) which included agreeing the terms and conditions that give rise to the GDA between GCC and Homes England.

 

A key condition is Condition 12; ‘Provide evidence of commitment that Compulsory Purchase Order (CPO) powers will be used if required to deliver the Housing Infrastructure Fund – Forward Funding (HIF FF) infrastructure’.

 

To satisfy this condition and to enable the progression of the GDA, a commitment by way of Cabinet approval is sought by Homes England.

 

The purpose of the report is;

 

For Cabinet to agree a resolution in principle to exercise its powers of compulsory purchase for the acquisition of land in respect of the M5 Junction 10 Improvement Scheme via Compulsory Purchase Order under the Highways Act 1980 (as delegated to GCC under section 8 of the said Act) and the Acquisition of Land Act 1981; or via a Development Consent Order under the Planning Act 2008 as appropriate, in addition to the negotiated settlement route for acquisition of land required for the scheme.
