17/11/2020 - Provision of Independent Fostering Services 2021 - 2022

The purpose of this report is threefold, firstly to seek authorisation for Gloucestershire County Council (the Council) to continue to participate in the current collaborative framework led by Bath and North East Somerset Council (BANES) for the provision of independent fostering services to participating Local Authorities. It is the intention of Bath and North East Somerset to extend the contract on behalf of participating Local Authorities for a period of 1 year from 1 April 2021 until 31 March 2022.

(Participating Local Authorities are:  Bristol, Bath and North East Somerset, Gloucestershire, North Somerset, South Gloucestershire, Swindon and Wiltshire Councils).

 

This framework will allow the participating authorities to secure sufficient independent foster placements for children and young people in care.

 

The current flexible Framework Agreement took effect on 1st April 2017 for a term of four years until 31st March 2021. It replaced a previously existing framework that had been in place since 2012. Due to COVID19 and ongoing pandemic restrictions/challenges it has not been possible for the lead Local Authority (BANES) to conduct a new tender exercise to replace or update the current Framework Agreement in a timely manner, hence the need to seek an extension.

 

Secondly the report seeks authorisation for a 1.5% uplift in fees for new placements on the Framework from 1 April 2021.

 

Thirdly the report seeks authorisation for Childrens Services to join Fostering Frameworks in other regions specifically to meet our sufficiency needs in cultural matching for children and young people in care and for Police and Criminal Evidence Act 1984 (PACE) placements for those at risk of custody where these needs cannot be met either by in-house or current Framework Agreement provision. At present no other Fostering Frameworks have been found that are available to join as they all name specific Local Authorities as participants. However as these reach renewal stage in coming years there is an opportunity  to investigate and join these Frameworks with a view to increasing cultural matching and PACE opportunities within the financial security of a Framework arrangement.

17/11/2020 - The procurement of highway services and construction phase works in connection with the delivery of A435 Charlton Hill Geotechnical Stabilisation Scheme


To ask Cabinet to delegate authority to the Lead Commissioner, Highway Authority (in consultation with the Cabinet Member for Highways and Flood) for the purpose of procuring highway services and construction phase works, through competitive tender, in relation to A435 Charlton Hill Geotechnical Stabilisation Scheme and awarding contracts for the provision of such services and works.

16/11/2020 - M5 junction 9/A46 , funding for Outline Business Case in 2021/2022

Work continues on the M5 J9 and A46 Improvement Scheme, including the completion of the Outline Business Case (OBC), to enable submission to the Department for Transport in October 2021, via the Large Local Majors (LLM) fund.

Cabinet is asked to:
• Agree to allocate up to the £2,012,474.32 claimed as historical costs from the M5 junction 10 scheme, towards completing the Outline Business case for M5 junction 9, and other work associated with progressing the scheme. (from a total claim of M5 junction 10 historical costs of £3,747,054.33).
• Confirm the use of the £2,000,000 in the County Council transport planning base budget for business case funding – to be used specifically for junction 9 in 2021/2022. (This base budget has already been approved for business case funding, but junction 9 was not specifically mentioned in the budget papers).
• Agree to commission the work under our Professional Services contract.

16/11/2020 - Adult Social Care OCC Systems Contract (Direct Award)

1. That Cabinet approves an award to the preferred supplier, without further competition, of a call-off contract for the supply of the following system and related services under Crown Commercial Services Framework Agreement RM3821 in accordance with the direct contract award criteria thereunder.
a – The adult social care finance system known as ContrOCC
b – The MarketPlace system
c – The Provider Portal module and
d – The E-Brokerage module

Such contract shall continue for an initial period of 3 years and include an option to extend its term for a further period of not more than +1 +1 years to coincide with the expiry date of the Council’s contract with Liquidlogic for the supply of the Council’s Adult Social Care Case Management solution that is due to expire on 28/03/24 (which also includes an option to extend its term for a further period of not more than +1 +1 years)

2. The Cabinet approves the execution of such contract under seal by the Assistant Director of Legal services

07/09/2020 - Recycling, general waste, food and confidential waste collection service framework agreement for schools and corporate properties

To seek approval to set up a four year framework agreement under which the council and individual participating schools may award call-off contracts, with a term of five years for the provision of recycling, general waste, food and confidential waste collection services (2021 – 2026). The current recycling, general waste, food and confidential waste collection services contracts for 205 schools and 117 County Council buildings were tendered and awarded in 2015 and are due to end in September 2021.

24/03/2020 - HR Personal Records and Vendor Invoices - Document Scanning and Storage System Procurement
