21/09/2020 - A46 Geotechnical Stabilisation Scheme

The following key decision was implemented in accordance with the Council’s Special Urgency Rules because the decision was urgent and it was not possible to publish details about the decision on the Cabinet Forward Plan.

 

Decision

 

That Cabinet delegates authority to the Lead Commissioner, Highway Authority (in consultation with the Cabinet Member for Environment and Planning) to:

 

1.    conduct a competitive procurement process(es) for the supply of highway services and construction phase works in relation to A46 Coopers Hill Geotechnical Stabilisation Scheme and awarding contracts for the provision of such services and works and

 

2.    make any other ancillary traffic regulation orders that might be required in order to successfully implement the Project (such as temporary traffic regulation orders (TTROs for speed limits etc.)) during the construction phase of the Project.

 

 

The Chair and Vice Chair of Environment Overview and Scrutiny Committee were notified of the need to take this decision under the general exception rule.

This decision will be taken under urgency procedures.

Reason for urgency:
A46 Coopers Hill Geotechnical Stabilisation Scheme will be funded by a grant payment of £1.200 million from the Department for Transport Highways Maintenance Challenge Fund (Tranche 2B). The award was made Gloucestershire County Council in August 2020 to undertake the A46 repair works (towards a total scheme cost of £1.378 million). The A46 Coopers Hill Geotechnical Stabilisation works initially had approval to be funded from the Highways Capital Budget, as per the July 2020 Financial Monitoring report. The award from DfT requires the £1.2m allocated to be spent in the financial year 20/21. The remainder of the scheme funds will still be sourced from the Highways Capital Budget as originally intended.

This decision will enable the Council to engage suppliers for the purpose of securing highways services and works in respect of the A46 Coopers Hill Geotechnical Stabilisation Scheme, which will provide the best opportunity to meet the timescales set out funding award letter from DfT.

14/09/2020 - Traffic Enforcement Camera Contract

To approve the procurement of two contracts in relation to traffic enforcement cameras and maintenance that are used for enforcing bus lanes, cycle lanes and moving traffic contraventions.

Contract one relates to a direct award with the existing traffic management system provider to maintain existing hardware and software.

Contract two relates to a new contract to provide future traffic management hardware and software requirements.

07/09/2020 - Real Time Passenger Information (RTPI) System

To seek the consent of Cabinet to award a Real Time Passenger Information (RTPI) contract, through standard procurement methods (an OJEU compliant competitive procedure), to allow provision of a full RTPI service.

The service will include:-

• Licence for needed software and/including a CMS
• Maintenance of hardware
• Installation services

Contract will be for up to seven years with no option for any further extension and will contain appropriate break provisions.
