13/10/2020 - Infection Control Grant Distribution to providers round 2 ref: 1550    Recommendations Approved

The following key decision was implemented in accordance with the Council’s Special Urgency Rules because the decision was urgent and it was not possible to publish details about the decision on the Cabinet Forward Plan.

 

 

To award grant funding to care providers within given timescales as described in Local Authority Circular: Adult Social Care Infection Control Fund – round 2: Published 1 October 2020

Decision:

In coming to this decision I have given due and full regard to the requirements of the public sector equality duty contained in section 149 of the Equality Act 2010 (“the Act”) by reference to the law itself and also the relevant Due Regard Statement, which was prepared in accordance with the requirements of the Act.

 

Having fully considered all of the available information, I have decided to reject the alternative options and take the recommended decision to:

 

Delegate authority to the Executive Director of Adult Social Care to:

 

1.    Pay providers of bed-based care in care homes in Gloucestershire, including those with whom the council does not have a contract, the stipulated allocation of grant funds receivedpursuant to the Determination on a per bed basis in two instalments (the first in October 2020 and the second in December 2020).

 

2.    Pay providers of community-based care in Gloucestershire, including those with whom the council does not have a contract, the stipulated allocation of grant funds received pursuant to the Determination based on size of provider in two instalments (the first in October 2020 and the second in December 2020).

 

3.    Allocate 20% of the grant funds received to other infection prevention and control measures including (but not limited to) additional PPE reserves, day services, non-regulated residential care, carers’ support services, DP recipients and employment of PAs, voluntary sector.

 

 

For the reasons set out in the report.

 

 

The Chair and Vice Chair of Adult Social Care and Communities Scrutiny Committee were notified of the need to take this decision under the Special Urgency Rule.

 

The Chairman of Council was notified of the new for urgent implementation.

08/10/2020 - Procurement of Refugee Support for the grant funded Home Office Resettlement Scheme ref: 1542    Recommendations Approved

To seek approval to undertake a full market engagement and procure support services for refugees in Gloucestershire arriving under the United Kingdom’s Resettlement Scheme.

Having fully considered all of the available information, I have decided to reject the alternative options and take the recommended decision to:

 

Delegate authority to the Chief Fire Officer

 

1. To conduct a legally compliant competitive tender process for the purpose of awarding a contract for the provision of support to refugees in Gloucestershire arriving under the UK Resettlement Scheme or a period

of 3 years, with an option to extend by a further 1+1 years

 

2. Upon the conclusion of the competitive tender process, to award such contract to the successful bidder

 

3. In consultation with the Cabinet Member: Public Protection, Parking and Libraries, to exercise the option to extend the contract by a further 1+1 years on completion of the initial 3 year term.
