Council’s Annual Infrastructure Funding Statement
(2022/23).
On 1st September 2019, the Community Infrastructure Levy
Regulations (CIL) 2010 (as amended) came into force, requiring that
contribution receiving authorities must produce an annual
Infrastructure Funding Statement (IFS).
The IFS provides a summary of all financial planning obligation
activity relating to CIL and Section 106 (S106) legal agreements
for the previous financial year where this is relevant to the
county council.
This is intended to improve transparency and publicise that
development is accompanied and mitigated by infrastructure.
The statement must be published by 31st December 2023.

To seek approval from the Cabinet Member for
Children’s Safeguarding and Early Years for the re-purposing
of a Council owned property at 6-8 Barnwood Road, to provide a
registered children’s home (2 beds) and a linked on site
accommodation pod (1 bed). The provision will provide placements
for 3 children who require a period in residential care, including
the provision of integrated, intensive support services, to enable
them to progress to a familial setting, in line with their
permanence plan.
The provision at Barnwood is an integral element within the
Sufficiency Strategy Home@theHeart, and forms part of wider
programme of capital developments to be delivered over the next 2
years. Accommodation and support services for children at the
Barnwood site will be delivered by directly recruited management
and staffing, working on a pilot basis, for a period of two years.
The pilot aims to enable timely mobilisation, with the learning and
evaluation also informing the development of our placement
commissioning strategy over the longer term.

Background:
The One Gloucestershire vision for dementia is for the whole system
to work together to provide high quality and appropriate support to
people affected by dementia throughout the person’s dementia
journey. The Dementia Strategy (2023-2028) has been developed using
the NHSE Dementia Well Pathway as a framework. Our partners from
across the system including experts by experience, have been
engaged to contribute to the Strategy. This Strategy sets out the
vision for Dementia care across the county for the next 5 years and
