29/11/2021 - Government COVID Local Support Grant and Extension 2021

To ratify the decisions taken by Executive Director of Children’s Services to engage the service provider known as Auriga Service Ltd to allocate and distribute the following grants for the purpose of supporting vulnerable families by providing them with welfare support through (a) free school meal food vouchers and (b) emergency support to vulnerable children and families in the form of essential items (food vouchers, fuel vouchers, white goods):

1. A Government Covid Local Support Grant of £354,747 for the purpose of providing such support during the period 17th April 2021 to 20th June 2021; and

2. A Government Extension of Support - COVID Local Support Grant of £1,418,987.91 for the purpose of providing such support during the period 21st June 2021 to 30th September 2021.

To ratify the decision taken by Executive Director of Children’s Services to provide a £70,000 grant to each of Gloucestershire’s six District Councils (£420,000 in total funded through the Local COVID Support Grant Extension) in order to develop local support for vulnerable families and individuals who have been adversely impacted by the pandemic, and are experiencing, or at risk of experiencing poverty.

15/11/2021 - Gloucestershire County Council’s Annual Infrastructure Funding Statement (2020/21)

To approve Gloucestershire County County’s Annual Infrastructure Funding Statement (2020/21)

On 1st September 2019, the Community Infrastructure Levy Regulations (CIL) 2010 (as amended) came into force, requiring that contribution receiving authorities must produce an annual Infrastructure Funding Statement (IFS).

The IFS provides a summary of all financial planning obligation activity relating to CIL and Section 106 (S106) legal agreements for the previous financial year where this is relevant to the county council.

The requirement to publish this information in an annual IFS, including a full disclosure of S106 obligations on the planning application file and register, is intended to improve transparency and publicise that development is accompanied and mitigated by infrastructure.

The statement must be published by 31st December 2021

15/11/2021 - Mini competition to procure a call-off contract under Lot 3 of the Gloucestershire Framework Agreement for Domestic Abuse

15/11/2021 - Adoption West Contract Extension

Adoption West was created as a wholly owned local authority company, limited by guarantee, for the delivery of adoption services on behalf of six participating authorities, including Gloucestershire County Council. It is now almost 3 years since Adoption West (AW) commenced operation on 1st March 2019 and, as such, the current contractual arrangements and commissioning agreement will come to an end on 28th February 2022. Adoption West is unique in being the only regional adoption arrangement using this vehicle as its delivery model.

The original Commissioning Agreement (as defined) provides an option to extend its term for a period of up to 5 years commencing 1st March 2022, subject to the agreement of the participating local authorities. Initial discussions between the participating authorities via the Adoption West Board suggest an appetite to proceed on this basis, acknowledging the good progress being made and the not inconsequential challenges of recommissioning and/or participants’ departing the arrangements.

The extension will be progressed by a variation to the current commissioning agreement, alongside a revised service specification and financial agreement reflecting the operational changes that have taken place since commencement.
