19/02/2024 - ULEV Strategy - Local Electric Vehicle Infrastructure Acceptance of Awarded Funding and Authority to Procure a New Contract to Deliver EV Charge Points

Subject to a successful funding bid received from the Office of Zero Emission Vehicles (OZEV), seek authorisation to accept the conditional capital grant Local Electric Vehicle Infrastructure (LEVI) funding offer, and to conduct a competitive procurement for one or more contracts for the installation and management of Electric Vehicle chargers on Gloucestershire’s assets supporting fleet and on street locations that will maximise the success of the Gloucestershire ULEV Strategy and funding available.

19/02/2024 - M5 Junction 10 Improvements Scheme – Funding Update

To seek Cabinet approval for the Executive Director of Economy, Environment and Infrastructure to authorise an increase to the Highways Capital budget for the overall HIF programme of works from £253.131m to £334.270m, which will provide a budget, in relation to the M5 Junction 10 Improvements Scheme, of £293.210 million.



To set out funding proposals in relation to delivery of the M5 Junction 10 Improvements Scheme, including how the council intends to secure contributions from development sites benefitting from the scheme.

05/02/2024 - Homes for Ukraine host payment extension for 2024/25

22/01/2024 - Gloucestershire County Council’s Pupil Product Ratio (PPR) Revised Position Statement

To approve a revised position on the use of updated Pupil Product Ratios (PPRs).

PPRs are used to estimate the impact of new development on school capacity and in turn justify the developer contributions being sought towards the provision of additional education infrastructure.

Gloucestershire County Council (GCC), as Local Education Authority, has a statutory duty to ensure adequate school places are available to meet the needs of the County. This is particularly important when considering the direct impact arising from housing developments. The last PPR Position Statement was published by GCC in 2021.

The evidence base supporting the composition of PPRs should therefore be as up to date as possible. The Dept. for Education (DfE) published guidance on ‘Securing Developer Contributions for Education’ and a new Pupil Yield dashboard for all Education Authority areas in August 2023 and this provides the most up to date and robust base information for PPRs.

This report will recommend updating the PPRs in line with the DfE’s figures, with a view to the PPRs becoming a part of GCC’s Local Development Guide as that document is reviewed in 2024.

10/01/2024 - Fastershire Project – Extension of Delivery and Transition Agreement and BDUK Partnership Agreement

1.    To approve a contract extension requested by the supplier, namely Gigaclear, who was appointed by Gloucestershire County Council (GCC) and Herefordshire Council under two contracts for the delivery of broadband infrastructure as part of Stage 3 of the Fastershire delivery programme. This change request is linked to a previous change agreed in March 2023.

 

·         Contract extension 1: Lot 2/3 (c) – from December 2023 – for the period until December 2024

·         Contract extension 2: Lot 3 (e) – from June 2023 – for the period until December 2024

 

2.    To extend for a period of one year the term of the Fastershire Partnership Agreement between Gloucestershire County Council (GCC) and Herefordshire Council to 31 March 2025. The proposed one-year extension will ensure the Fastershire Team remains in place to manage the remainder of the delivery and closedown of the Stage 3 contracts with Gigaclear.

 

3.   Authorisation is also sought for GCC to sign a Project Gigabit Partnership Agreement between the County Council and Building Digital UK (BDUK). This agreement outlines the role GCC will have within the project as it is delivered across Gloucestershire by commercial suppliers appointed by BDUK.

The One Gloucestershire vision for dementia is for the whole system to work together to provide high quality and appropriate support to people affected by dementia throughout the person’s dementia journey. The Dementia Strategy (2023-2028) has been developed using the NHSE Dementia Well Pathway as a framework. Our partners from across the system including experts by experience, have been engaged to contribute to the Strategy. This Strategy sets out the vision for Dementia care across the county for the next 5 years and is for; people with dementia, carers, health, social care and third sector colleagues and anyone affected by dementia.
