To continue with the current Specialist Sexual Health Service delivery model for the financial year 2023/24 whereby the Council agrees to transfer monies to the NHS Gloucestershire Integrated Care Board (ICB) under a Section 76 Agreement (pursuant to the National Health Services Act 2006); in order to secure the delivery of the Council’s statutory responsibilities for sexual health.

30/01/2023 - Recommendations for contract and procurement arrangements for Electronic Call Monitoring (ECM) system for Adult Social Care from April 2023

1. Delay and revise the route to market for the procurement of Electronic Call Monitoring (ECM) that was approved by Cllr Allaway-Martin, Cabinet Member for Adult Social Care Commissioning on 4 July 2022.
2. Extend by means of contract variation the current contracts for Electronic Call Monitoring (ECM) software for Home Care and Supported Living providers for adults in Gloucestershire for a period of up to 2 years, in accordance with Regulation 72 paragraph 1b of the Public Contracts Regulations 2015.

23/01/2023 - Mini competition to procure a call off contract under Lot 5i of the Gloucestershire Community and Accommodation Based Support Pseudo Framework Agreement

To seek approval to conduct a mini-competition process under Lot 5i of the Gloucestershire Community and Accommodation Based Support Pseudo Framework Agreement in respect of a call off contract for the supply of 16+ Accommodation Based Support.

 

This key decision will be considered using the Council’s general exception rules because the decision is urgent and it has not been possible to give 28 days notice on the Forward Plan. The decision will be considered by Cllr Kathy Williams, Cabinet Member for Adult Social Care Delivery.

 

Chair and Vice Chair of the Adult Social Care and Communities Scrutiny Committee, Cllrs Stephan Fifield and Lisa Spivey, have been notified of the need to implement the decision as an urgent decision under the council’s general exception rules.

Reason for implementing the decision under the council’s general exception rules

The notification of withdrawal of a commissioned provider on Lot 5i of the Community and Accommodation Based Support Pseudo Framework has come at short notice prior to the end of the current contractual term on 31st March 2023. In order to limit the risks associated with having to move vulnerable young adults into alternative accommodation, (potentially at great cost to ourselves and disruption to the service user), the council will need to commence a procurement process as soon as possible in order to appoint and mobilise a replacement provider.

As this decision is urgent, it has not been possible to give the required 28 days notice of this key decision.

09/01/2023 - Extension of the Fastershire Partnership agreement with Herefordshire Council to 31 March 2024

To approve an extension to the Fastershire Partnership agreement with Herefordshire Council to 31 March 2024.

The Fastershire project is nearing its conclusion with 97% of the county having the opportunity to access Superfast Broadband. The proposed one-year extension to the partnership agreement will ensure the Fastershire Team remains in place to manage the closedown of existing delivery contracts with Gigaclear and support the delivery of community grants.

The report also seeks approval to extend the completion date for two contracts awarded to Gigaclear as part of Stage 3 of the Fastershire delivery programme. This change request is linked to a previous change request agreed in December 2021.

19/12/2022 - Variation of existing contracts for Children and Family Centres

To seek approval to enter into negotiations with the incumbent providers of targeted family support services via Children and Family Centres in Gloucestershire (encompassing Gloucester City, Forest of Dean, Stroud, Cheltenham, and Tewkesbury districts), namely Barnardos and Aspire Foundation, with a view to extending the term of the council’s existing contracts with them for a further period of 9 months, from 1 July 2023 to 31 March 2024, and to then consider and, if appropriate, approve such extensions.

 

Over the same period the provision in the Cotswolds will remain with the council’s inhouse provider, delivered alongside the Supporting Families Programme.

28/11/2022 - The Procurement of a Framework Agreement for the provision of large value Asset Management and Property related services

To seek authority to conduct a tender process for the procurement of a four-year framework agreement and call-off contracts thereunder relating to the supply of medium and large asset management and property related services and/or projects. The council’s total estimated aggregate spend under the proposed framework agreement is £140m.
Major Works Framework would also be offered to other public sector bodies within Gloucestershire giving them the ability to access these contractors and services, entering into their own contracts with suppliers using GCC’s framework agreement.

26/09/2022 - Outcome of the Consultation on the proposal to permanently extend the age range of Widden Primary School from 4-11 to 2-11 years from October 2022    Item Deferred

The County Council undertook a consultation exercise on the proposal to extend the age range of Widden Primary School from 4-11 to 2-11 between 7th March 2022 and 1st April 2022. The consultation followed a request from the Regional Schools Commissioner at the Department for Education to publish a statutory notice on extending the age range for the school during the conversion of the school to an academy. The proposed extension to the age range of the school was dependent on the conversion of the school to an academy.

There were no objections to the age range being extended from 4-11 to 2-11. However, following the publication of a statutory notice to extend the age range and the conclusion of the four-week period for representations to be made, Widden Primary School’s Governing Body decided not to proceed to convert the School to an academy. Therefore, it is proposed to abandon the proposal to extend the age range of the School from 4-11 to 2-11 years pending the school identifying further sponsors to enable the School to convert to an academy.

12/09/2022 - Approval to spend the allocated funding from Gloucestershire Economic Growth Joint Committee (GEGJC) taken from SEDF (Business Rates retention) on Mass Transit development work

To approve the spending of the money we have raised from GEGJC - taken from SEDF (Business Rates retention) - on developing the Mass Transit transport scheme. We successfully applied to GEGJC for funding to develop and publish the Options Appraisal Report (OAR) and the Strategic Outline Case (SOC). We are seeking approval to use that money for the purposes to which we applied.
