22/05/2023 - Extension of existing contracts for Gloucestershire Adult and Young Carers Support

To seek Cabinet approval to exercise a 2-year extension option commencing 1st April 2024 under:

 

(a) the council’s contract with PeoplePlus Limited for the provision of support for Adult Carers and

 

(b) the council’s contract with Gloucestershire Young Carers for the provision of support for Children and Young Adult Carers,

 

These services are jointly funded and commissioned by Gloucestershire County Council and Gloucestershire Integrated Care Board for Adult Carers and Young Carers.

15/05/2023 - Gloucestershire’s All-Age Autism Strategy 2022 – 2026

To seek approval of Gloucestershire’s All-Age Autism Strategy 2022-2026.

One Gloucestershire and Gloucestershire’s Autism Partnership Board (APB) are committed to developing Gloucestershire into an autism inclusive county where Autistic people can lead rewarding lives. In line with the National Autism Strategy 2022-2026 there are six key themes:

1) Improve Acceptance of Autism

2) Improve access to education and support positive transitions into adulthood for Autistic children and young people.

3) Support Autistic People into Employment

4) Tackle health and care inequalities for Autistic people

5) Build the right support in the community and support people in inpatient care

6) Improve support within the criminal and youth justice systems

15/05/2023 - Community and Adult Skills Programmes 2023 – 2024

To seek cabinet approval to:

  1. Enter into the funding agreement with the Education and Skills Funding Agency (ESFA) for the purpose of funding the delivery of Community Learning and the Adult Skills Programme during the 2023 – 2024 academic year.
  2. Conduct a mini-competition process under the council’s existing Community and Adult Skills framework agreement (which is valid for another 3 years) in respect of 5 call-off contracts for the provision of adult learning services whose contract periods shall be determined according to the type of courses or piece of work required thereunder in the 2023 – 2024 academic year and then to award such call-off contracts.

15/05/2023 - Procure and Award a Contract to Deliver an Adults Healthy Lifestyles Service

To seek Cabinet approval to conduct a competitive procurement process for the delivery of an Adults Healthy Lifestyles Service from 1st April 2024.
To delegate authority to award the contract to the preferred tenderer to the Director of Public Health in consultation with the Cabinet portfolio holder for Public Health and Communities.

11/05/2023 - Translation and Interpretation Service

To seek approval to:
a) vary the current contract for Translation and Interpretation Services from a one year extension option to an up to one year extension option in order to allow us to align commissioning of these services with our NHS partners; and
b) approve the exercise of the option to extend the contract with the current provider for up to one year; and
c) delay and revise the route for the procurement of Translation and Interpretation Services that was approved by Cllr Stephen Davies, Cabinet Member for Children’s Safeguarding and Early Years on 19 July 2022.

To consider funding the Countryside and Community Research Institute (CCRI), supported by the Gloucestershire Food and Farming Partnership, to research and map farming and food-related policies in the County, leading to an action plan to create a more coherent and systemic approach to increasing farming and food’s contributions to the local economy, environment, health and nutrition, food security, education etc.

That funding of £20,000 from the Strategic Economic Development Fund (SEDF) is agreed.

26/09/2022 - Outcome of the Consultation on the proposal to permanently extend the age range of Widden Primary School from 4-11 to 2-11 years from October 2022    Item Deferred

The County Council undertook a consultation exercise on the proposal to extend the age range of Widden Primary School from 4-11 to 2-11 between 7th March 2022 and 1st April 2022. The consultation followed a request from the Regional Schools Commissioner at the Department for Education to publish a statutory notice on extending the age range for the school during the conversion of the school to an academy. The proposed extension to the age range of the school was dependent on the conversion of the school to an academy.

There were no objections to the age range being extended from 4-11 to 2-11. However, following the publication of a statutory notice to extend the age range and the conclusion of the four-week period for representations to be made, Widden Primary School’s Governing Body decided not to proceed to convert the School to an academy. Therefore, it is proposed to abandon the proposal to extend the age range of the School from 4-11 to 2-11 years pending the school identifying further sponsors to enable the School to convert to an academy.
