15/04/2024 - Draft Local Development Guide Consultation (2024)

The purpose of the Local Development Guide (LDG) is to provide information to local planning authorities (LPAs), developers, and all stakeholders on the types of infrastructure where Gloucestershire County Council (GCC) may seek to secure funding to mitigate the impacts of the proposed development; to make it acceptable in planning terms.

The LDG needs to be periodically reviewed to ensure it reflects the latest published national and local guidance. The existing LDG was adopted in 2021 and there is a need to update the document to ensure it remains fit for purpose protecting the wider public interest.

Delegated authority is sought to launch an initial 8-week public consultation on the draft LDG. Subject to any material changes required in response to the representations received, a second targeted consultation may be required to conclude the review process. The aim is for the updated LDG to be adopted by Cabinet in December 2024.

15/04/2024 - Proposal to extend the age range of Calton Primary School from 4-11 years to 2-11 years from 1st August 2024

That Cabinet agrees to delegate authority to the Executive Director of Adult Social Care, Wellbeing and Communities in consultation with the Cabinet Member for Adult Social Care Commissioning to:


Implement the preferred option, to ensure provisions for Residential and Nursing services can continue to be delivered in five homes, owned by Gloucestershire County Council.

09/04/2024 - M5 Junction 9 and A46 (Ashchurch) Transport Scheme and Mass Rapid Transit Transport scheme

That Cabinet delegates authority to the Executive Director of Economy, Environment and Infrastructure in consultation with the Cabinet Member for Environment and Planning to procure the continuation of development work (Strategic Outline Business Case (SOC) and Outline Business Case (OBC)) on the M5 Junction 9 and A46 (Ashchurch) Transport Scheme under our Professional Services contract, or other approved procurement route.



To undertake a non-statutory public consultation when appropriate concerning options for transport scheme development, and to submit the SOC and OBC to the Department for Transport once complete.

09/04/2024 - Education Health and Care Plan Funding – 2024/25

To seek approval to implement an inflationary increase of 3% to Education Health and Care Plan top-ups.

The cost of this increase to the Dedicated Schools Grant (DSG) is forecast to be £1.3m for the financial year 2024/25.

This recommendation is being made following an advisory discussion with the local Schools Forum, which considered the financial pressures that exist in schools alongside the rising High Needs deficit.

In addition, the Cabinet Member:

 

1.    To note previous years’ inflationary increases for EHCP top up increases have been mandated by government, then the absence of this mandate in 2024/25 places a requirement for a local decision to be made;

 

2.    To note the options for reviewing top-ups and bandings as part of the Council’s involvement in the Change Partnership (CPP) and Delivering Better Value (DBV) programmes workstreams to drive the right outcomes for children and young people, subject to proposed national reforms;

 

3.    To note that a full update to the forecast DSG deficit will be brought to Cabinet in September 2024. The update will include the inflationary increase to top-ups and other variable factors impacting progress against the Delivering Better Value programme.

14/02/2023 - Aligning Gloucestershire’s Food and Farming Policies

To consider funding the Countryside and Community Research Institute (CCRI), supported by the Gloucestershire Food and Farming Partnership, to research and map farming and food-related policies in the County, leading to an action plan to create a more coherent and systemic approach to increasing farming and food’s contributions to the local economy, environment, health and nutrition, food security, education etc.
