20/02/2023 - Household Support Fund (HSF) Grant Extension (HSF4) - 1st April 2023 - 31st March 2024

The Household Support Fund (HSF), first introduced in 2021/22, is being extended by the Government through 2023/24. Additional funding (the “Extended 2023/24 HSF Funding”) has been made available to County Councils and Unitary Authorities in England to support those most in need to help with global inflationary challenges and the significantly rising cost of living. The Extended 2023/24 HSF Funding is intended for use in the period 1st April 2023 to 31st March 2024 inclusive.

The Extended 2023/24 HSF Funding is being provided for the purpose of supporting households that are in the most need – particularly those who may not be eligible for the other support that government has recently made available, including the Cost-of-Living Payments set out in government guidance (a copy of which is provided in the Background Documents) on 26th May 2022 and 17th November 2022 and the energy support set out set out in government guidance (a copy of which is also provided in the Background Documents) on 3rd February.


The purpose of this report is to seek the Cabinet’s approval for the recommendations in relation to the distribution of the Extended 2023/24 HSF Funding (amounting to £7,384,966) that is being provided by the Department of Work and Pensions (DWP) for allocation in the period 
1st April 2023 to 31st March 2024.

09/01/2023 - Extension of the Fastershire Partnership agreement with Herefordshire Council to 31 March 2024

To approve an extension to the Fastershire Partnership agreement between Gloucestershire County Council and Herefordshire Council to 31 March 2024. The aim of the Fastershire project is to improve broadband availability across the two counties to support businesses, communities, and individual households to become more digitally connected.

 

The Fastershire project is nearing its conclusion with 97% of the county having the opportunity to access Superfast Broadband. The proposed one-year extension to the partnership agreement will ensure the Fastershire Team remains in place to manage the closedown of existing Stage 3 Regional delivery contracts with Gigaclear and support the delivery of Stage 5 Fastershire community grants.

 

The report also seeks approval to extend the completion date for two contracts awarded to Gigaclear as part of Stage 3 of the Fastershire delivery programme. This change request is linked to a previous change request agreed in December 2021.

26/09/2022 - Outcome of the Consultation on the proposal to permanently extend the age range of Widden Primary School from 4-11 to 2-11 years from October 2022    Item Deferred

The County Council undertook a consultation exercise on the proposal to extend the age range of Widden Primary School from 4-11 to 2-11 between 7th March 2022 and 1st April 2022. The consultation followed a request from the Regional Schools Commissioner at the Department for Education to publish a statutory notice on extending the age range for the school during the conversion of the school to an academy. The proposed extension to the age range of the school was dependent on the conversion of the school to an academy.

There were no objections to the age range being extended from 4-11 to 2-11. However, following the publication of a statutory notice to extend the age range and the conclusion of the four-week period for representations to be made, Widden Primary School’s Governing Body decided not to proceed to convert the School to an academy. Therefore, it is proposed to abandon the proposal to extend the age range of the School from 4-11 to 2-11 years pending the school identifying further sponsors to enable the School to convert to an academy.
