24/10/2022 - Introduction of new digital and broadband grant schemes across Gloucestershire

To approve the introduction of a revised set of grant schemes intended to support households and certain business premises in Gloucestershire that do not have access to superfast broadband services. 

Given that Gloucestershire County Council has worked in partnership with Herefordshire Council throughout the duration of the Fastershire project to address the challenges of broadband availability across both counties, this report recommends that Gloucestershire County Council approves an approach that is consistent with Herefordshire Council’s approach to awarding broadband grants.

26/09/2022 - Outcome of the Consultation on the proposal to permanently extend the age range of Widden Primary School from 4-11 to 2-11 years from October 2022    Item Deferred

The County Council undertook a consultation exercise on the proposal to extend the age range of Widden Primary School from 4-11 to 2-11 between 7th March 2022 and 1st April 2022. The consultation followed a request from the Regional Schools Commissioner at the Department for Education to publish a statutory notice on extending the age range for the school during the conversion of the school to an academy. The proposed extension to the age range of the school was dependent on the conversion of the school to an academy.

There were no objections to the age range being extended from 4-11 to 2-11. However, following the publication of a statutory notice to extend the age range and the conclusion of the four-week period for representations to be made, Widden Primary School’s Governing Body decided not to proceed to convert the School to an academy. Therefore, it is proposed to abandon the proposal to extend the age range of the School from 4-11 to 2-11 years pending the school identifying further sponsors to enable the School to convert to an academy.

21/09/2022 - Consultation on Healthy Lifestyles Service provision from April 2024

The existing Healthy Lifestyles Service contract expires in March 2024.

In order to inform future service provision, we are seeking authorisation to conduct a public and wider stakeholder consultation exercise on proposals for a new Healthy Lifestyles Service model from April 2024.

The consultation will be used to influence any future service delivery model and what it provides.

21/09/2022 - Gloucestershire County County’s Annual Infrastructure Funding Statement (2021/22)

To approve Gloucestershire County County’s Annual Infrastructure Funding Statement (2021/22)

On 1st September 2019, the Community Infrastructure Levy Regulations (CIL) 2010 (as amended) came into force, requiring that contribution receiving authorities must produce an annual Infrastructure Funding Statement (IFS).

The IFS provides a summary of all financial planning obligation activity relating to CIL and Section 106 (S106) legal agreements for the previous financial year where this is relevant to the county council.

The requirement to publish this information in an annual IFS, including a full disclosure of S106 obligations on the planning application file and register, is intended to improve transparency and publicise that development is accompanied and mitigated by infrastructure.

The statement must be published by 31st December 2022

12/09/2022 - Approval to spend the allocated funding from Gloucestershire Economic Growth Joint Committee (GEGJC) taken from SEDF (Business Rates retention) on Mass Transit development work

To approve the spending of the money we have raised from GEGJC - taken from SEDF (Business Rates retention) - on developing the Mass Transit transport scheme. We successfully applied to GEGJC for funding to develop and publish the Options Appraisal Report (OAR) and the Strategic Outline Case (SOC). We are seeking approval to use that money for the purposes to which we applied.
