05/08/2024 - Procure and Award a Contract to Deliver a Sexual Health Prevention Service ref: 2293    Recommendations Approved

To seek approval to conduct a competitive procurement process for the delivery of a Sexual Health Prevention Service from 1st April 2025.

 

To delegate authority to the Director of Public Health in consultation with the Cabinet member for responsibility for Public Health and Communities to award the contract to the preferred tenderer.

Decision:

That the Leader rejects the alternative options and takes the recommended decision to:

 

Delegate authority to the Director of Public Health, in consultation with the Cabinet member with responsibility for Public Health and Communities, to:

 

1.    Conduct a competitive procurement process in respect of a contract for the supply of a Sexual Health Prevention Service (hereafter referred to as the Sexual Health & Wellbeing Outreach Service which is deemed to better reflect the nature and function of the service) that is scheduled to commence on 1st April 2025. The proposed contract shall continue for an initial period of three years and include an option to extend its term for a further period of not more than two years;

 

2.    Award such contract to the preferred tenderer; and

 

3.    Determine whether to exercise the option to extend the contract for a further period of not more than two years on the expiry of the initial three-year term.

05/08/2024 - Extension to the SAP replacement Enterprise Resource Planning System - go live date ref: 2294    Recommendations Approved

To agree an extension to the revised go-live date for the Enterprise Resource Planning implementation/SAP replacement and approve the additional funding needed to deliver a robust solution to the revised timeline.

 

Commercially sensitive information referred to in the exempt annex to the report is not for publication by virtue of Reg. 4(2) (b) of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012 and Paragraph 3 of Schedule 12A Part 1 of the Local Government Act 1972 and the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

Decision Maker: Deputy Leader and Cabinet Member - Finance and Change

Decision:

That the Deputy Leader and Cabinet Member for Finance and Change rejects the alternative options and takes the recommended decision to:

 

1.    Approve an extension to the term of the Enterprise Resource Planning (ERP) Implementation Programme of up to 12 months with a target implement date of end March 2025 for the purpose of enabling the council to resolve outstanding system configuration, automation and testing issues which, if unresolved, would result in reduced ERP system functionality and potential system failure

 

2.    Approve additional funding for the programme of up to £8.75 million to deliver to the revised timeline in recommendation (1)

 

3.    Delegate authority to the Deputy Chief Executive/Executive Director of Corporate Resources in consultation with the Deputy Leader / Cabinet Member for Finance and Change to:

 

a)    set a revised go live date for the new ERP system with reference to the council’s progress in resolving the issues described in Recommendation 1 above;

 

b)    conduct contract negotiations with the council’s ERP implementation partner, namely HCL Technologies UK Limited (HCL) with a view to extending the term of the council’s current contract with HCL;

 

c)    vary the council’s contract with HCL for the purpose of extending its term; and

 

d)    award such contracts with providers of interim and temporary resourcing necessary, within the financial envelope approved by this decision to supplement the GCC programme team and ensure the safe implementation of the ERP system.
