Following the publication of the statutory notice and the conclusion of the four-week period for representations, to seek approval to:

 

·         Expand Heart of the Forest Community Special School and to change its designation in order to provide 10 Primary places at the school for children with Social Emotional and Mental Health (SEMH) needs, and

·         Identify and appoint a contractor and award the contract for the construction of the new accommodation.

30/11/2021 - Practical Support Grant allocation to VCS, district councils and universities in Gloucestershire for the provision of practical and emotional support for people self isolating as a result of Covid-19 ref: 1765    Recommendations Approved

To allocate the Practical Support Grant to:

• VCS organisations to ensure that provision of practical and emotional support for those self isolating is available in communities across Gloucestershire
• Gloucestershire University, Hartpury University and the Royal Agricultural College to ensure that they are able to support students to self isolate
• The six district councils to ensure that they can continue to broker support packages for people self isolating and hold contingency funds to put in place additional support packages as necessary

The decision was taken as an urgent decision under the Council’s Special Urgency Rules because it was not possible to publish details about the decision on the Forward Plan.

 

The Chair and the Vice Chair of the Children and Families Overview and Scrutiny Committee and the Chair of Council were notified of the decision and confirmed their agreement that the decision could be taken and implemented urgently, without pre-implementation review.


18/11/2021 - A417 Missing Link Development Consent Order (DCO) process ref: 1762    Recommendations Approved

To seek Cabinet Member authorisation to formally delegate to GCC officers’ authority to represent the Council through the Development Consent Order (“DCO”) process in respect of the A417 Missing Link project.

In coming to this decision, I have given due and full regard to the requirements of the public sector equality duty contained in section 149 of the Equality Act 2010 (“the Act”) by reference to the law itself and also the relevant Equality Impact Assessment, which was prepared in accordance with the requirements of the Act.

 

Having fully considered all of the available information, I have decided to reject the alternative options and take the recommended decision to:

 

·         Delegate authority to the Officers set out in Appendix A of the report to:

o   Respond formally on behalf of Gloucestershire County Council (as a statutory consultee) and all other parties (The Joint Council) to the DCO in consultation with the Cabinet Member for Environment and Planning;

o   Appear at the Examination in Public and make representations concerning the A417 Missing Link in accordance with the Council’s responses to the consultation; and

 

·         Ratify prior officer decisions made in respect of consultation and DCO process in respect of the project as set out in this report.
