15/10/2021 - Replacement Contracts for the supply of ICT user devices and mobile telephony ref: 1744    Recommendations Approved

To obtain agreement to procure and implement replacement contracts for the supply of mobile telephony, laptops and associated user ICT hardware for Gloucestershire County Council.

Decision:

Having fully considered all of the available information, I have decided to reject the alternative options and take the recommended decision to:

 

Delegate authority to the Director of People and Digital Services to:

 

1.         Identify a public procurement law compliant Framework Agreement or Framework Agreements that meet the council’s hardware technology and mobile technology procurement requirements;

 

2.         Conduct mini-competition processes under such Framework Agreement(s) in respect of the following:

 

a)         a Call-Off Contract for the supply of the hardware technology (laptops/desktops/tablets etc) described in more detail in paragraph 10 of the Background section of this document during the term of the contract. Such call-off contract shall continue for an initial period of 3 years and include an option to extend its term for a further period of 12 months on its third anniversary;

 

b)         a Call-Off Contract for the supply of the mobile technology (handsets/SIM cards etc) described in more detail in paragraph 11 of the Background section of this document during the term of the contract. Such call-off contract shall continue for an initial period of 3 years and include an option to extend its term for a further period of 12 months on its third anniversary;

 

3.         Award such Call-off Contracts to the preferred tenderers and determine whether to exercise the options to extend the term of each such Call-Off Contract for a further period of 12 months on its third anniversary;

 

4.         Procure, subject to the financial restrictions set out in the Resourcing Implications section of this report below, as many Call-Off Contracts under the above-mentioned Framework Agreement(s) as may be required by the council for the supply of build, configuration and training services during the period 1st April 2021 to 31st March 2025 in relation to the council’s mobile telephony, laptops and associated user ICT hardware requirements (to include, without limitation, imaging, Intune device management and user training);

 

5.         Award each such Call-Off Contract to the relevant preferred tenderer;

 

6.         Procure, subject to the financial restrictions set out in the Resourcing Implications section of this report below, as many Call-Off Contracts under such Framework Agreement(s) as may be required by the council for the supply of ancillary equipment and services during the period 1st April 2021 to 31st March 2025 in order to successfully implement the installation of hardware and mobile technology described in Recommendation 2 (to include, without limitation, the installation of docking stations, mice, keyboards and monitors);

 

7.         Award each such Call-Off Contract to the relevant preferred tenderer.

13/10/2021 - The procurement of highway works in connection with the delivery of the A435 Bishops Cleeve to Cheltenham Capacity Improvements ref: 1743    Recommendations Approved

The commissioning of works in relation to the A435 Bishops Cleeve to Cheltenham Capacity Improvements project and awarding a contract for the provision of such works.

Decision:

In coming to this decision I have given due and full regard to the requirements of the public sector equality duty contained in section 149 of the Equality Act 2010 (“the Act”) by reference to the law itself and also the relevant Equality Impact Assessment, which was prepared in accordance with the requirements of the Act.

 

Having fully considered all of the available information, I have decided to reject the alternative options and take the recommended decision to:

 

Delegate authority to the Head of Highways (in

consultation with the Cabinet Member for Highways and Flood) to:

 

1. Conduct a competitive procurement process in respect of a contract for the supply of highway works in relation to the A435 Bishops Cleeve to Cheltenham Capacity Improvement Project;

 

2. Award such contract to the preferred tenderer
