In coming to this decision I have given due and full regard to the requirements of the public sector equality duty contained in section 149 of the Equality Act 2010 (“the Act”) by reference to the law itselfand also the relevant Equality Impact Assessment, which was prepared in accordance with the requirements of the Act.
Having fully considered all the available information, I have decided to reject the alternative options and take the recommended decision to:
Delegate authority to the Director of Public Health to:
a)
Conduct a mini-competition process under
Lot 5i of the Gloucestershire Community and Accommodation Based
Support (CABS) Pseudo Framework Agreement in respect of a call-off
contract for the supply of at least 32 bed spaces and Accommodation
Based Support Services for homeless young people aged 16 and above
in Gloucester and the Forest of Dean.
The proposed call-off contract shall continue for an initial period
of two years (or less if the contract commences after
1st April 2023) and include an option to extend its term
for a further period of not more than two further years.
b)
Award such call-off contract to the
preferred tenderer; and
c) Determine whether to exercise the option to extend the term of such call-off contract for a further period of not more than two years on the expiry of the initial term.
