Minutes:

The Chairman explained that a photographer would be present during the meeting to take photographs. These photographs would be included in a public record of this meeting which would be held at Archives.

 

Members were also reminded to sign the book of condolence which was placed in the reception at Shire Hall.

 

In light of the sad news concerning the death of Her Majesty the Queen, the Chairman sought the agreement of Council to defer those items and motions which were already on the agenda to the next meeting of Council; and to exercise his discretion to allow a motion paying tribute to Her Majesty the Queen to be brought forward and debated.

 

The Chairman therefore moved a motion without notice to suspend Standing Orders 2.1 (except 2.1.2), 8.7, 8.8 and 9.6 and to defer the remaining items of business to the following meeting of Council.

 

The Vice-Chairman seconded the motion and, on being put to the vote, the motion was supported unanimously.

The Council’s Constitution provides for a maximum of two hours for debate on

motions. The time limit for member speeches is three minutes and the time limit for proposing a motion is five minutes.

In accordance with Procedural Rule 10.2 in Part 4 of the Council Constitution, the Chief Executive has prepared a short accompanying note for each motion in respect of any implications for climate change, resources, human rights and any other pertinent factors they may wish to include in accordance with the Council’s Policy Framework.

 

908: Motion Violence Against Women and Girls

This council believes that women and girls deserve to live free from intimidation, violence and harassment. This council condemns all violence against women and girls (VAWG) and notes that it can take many forms, including physical, financial, and emotional.

 

We want Gloucestershire to be the safest county in the UK for women and girls.

 

We welcome the launch of the Home Office’s new ‘Enough’ campaign which seeks to educate the public by highlighting VAWG and its various forms. 

 

We are also pleased that our Police and Crime Commissioner has made VAWG one of his top priorities in his Police and Crime prevention plan. We are particularly grateful to the work of the OPCC, Gloucestershire Constabulary and Gloucester City Council in securing more than £1 million from the Government’s Safer Streets Fund to eradicate VAWG from Gloucestershire and note especially the introduction of the ‘Flare App’ which gives women the opportunity to anonymously report inappropriate behaviour directly to the police.  

 

To ensure that this county is the safest in the country for women and girls, we propose that:

·         The council strives to become the first public body in Gloucestershire to receive a ‘White Ribbon Accreditation’ for its commitment and work to end male violence against women.

·         We write to all public bodies and Head Teachers in the county asking them to become White Ribbon Champions to show a clear signal that Gloucestershire stands united against VAWG

·         We invite the Police and Crime Commissioner’s Office and Gloucestershire Constabulary to run a session for all councilors on the nature of VAWG in Gloucestershire and what we can all be doing in communities to tackle it.

·         We will also utilise our strong relationships with Head Teachers to invite them to a similar session to ensure that they are supported in combatting VAWG in schools so that we can prevent unhealthy and dangerous behaviours in young people.

·         We ask the Adult Social Care and Communities Scrutiny Committee to investigate and produce a report for cabinet on any steps the county council can be taking to end VAWG in Gloucestershire.

The Chairman exercised his discretion under Standing Order 2.2 to allow a motion to be moved which paid tribute to Her Majesty the Queen.

 

Before proceeding to the motion, members joined the Chairman in two minutes of silence in remembrance of Her Majesty the Queen.

 

Cllr Mark Hawthorne, the Leader of the Council moved the following motion:

 

Motion 912– to mark the death of Her Majesty, Queen Elizabeth II

 

On behalf of the people of Gloucestershire, council expresses our profound sorrow at the news of the death of Her Majesty the Queen.

 

The Queen has been a steadfast hand for seven decades, providing leadership and service that has transcended political lines. Her Majesty’s commitment to her role and sense of duty serves as an example to us all.

 

As the people of Gloucestershire mourn her passing, council extends its heartfelt sympathy to His Majesty King Charles III and his family.

 

God Save the King.

 

The Leader explained that they gathered today as representatives of Gloucestershire and elected leaders of their respective communities to recognise Her Majesty the Queen’s extraordinary public service. He referred to the words spoken by His Majesty the King, Charles III, of ‘a life well-lived; a promise with destiny kept and she is mourned deeply in her passing’. He also referred to the tribute paid by former Prime Minster Boris Johnson.

 

The Leader expressed surprise at the sorrow and personal loss he had felt on hearing of Her Majesty’s passing, reflecting that she had been a constant thread through 15 prime ministers and seven decades of upheaval and social change. He recognised her ability to bring communities together, such as when celebrating her jubilees or more locally during her 20 official visits to Gloucestershire.

 

He spoke of the hope Her Majesty’s words had inspired during the first Covid-19 lockdown when she said ‘we will be with our friends again, we will be with our families again, we will meet again’.

 

The Leader reflected on his own personal experience of meeting Her Majesty when receiving his MBE at Windsor Castle in 2014, highlighting her ability to be at ease with her people.

 

He also spoke of Her Majesty’s unwavering dedication to duty, having made a promise as a princess in 1947, aged just 21, to devote her life to service.

 

The Leader thanked Her Majesty the Queen, on behalf of the residents of Gloucestershire, for her 70 years of dedicated service; for the promise she kept; for all the times she pulled the nation together; for the example she set; for the sense of public service she inspired; for the way she touched all lives; and for defining the age we lived in today.

 

Cllr Ben Evans, Leader of the Liberal Democrat Group, Cllr John Bloxsom, Leader of the Labour Group, and Cllr Cate Cody, Leader of the Green Group, seconded the motion.
