Election of Chairperson

To elect a Chairperson for the civic year.

Minutes:

Cllr Sue Coakley was elected Chair for the civic year 2017/18.

2.

Election of Vice Chairperson

To elect a Vice Chairperson for the civic year.

Minutes:

Cllr Brian Robinson was elected Vice Chair for the civic year 2017/18.

Declarations of interest

3.1       No declarations of interest were received.

 

3.2       The Chair introduced David Dale (Strategy Manager, Place-based services) to the committee. Whilst the recruitment process for the Head of Waste continued David would be leading the Joint Waste Team, with Claire Locke (Cotswold District Council) providing technical support.

 

3.3       The Chair was pleased to inform the committee that the interviews for the Head of Waste would be held the week commencing 17 July 2017.

The minutes of the meeting held on 21 February 2017 were agreed as a correct record and signed by the Chair.

Performance Monitoring Outturn for 2016/17 pdf icon PDF 174 KB

Minutes:

7.1       Scott Williams, Joint Waste Team, gave a detailed presentation of this report. The committee was pleased to note that the proportion of waste sent to landfill had fallen for the first time since 2012, with a downturn of 6% from 2015/16 to 2016/17. It was good to see that for the first time ever the amount of waste sent for reuse, recycling, composting and AD (Anaerobic Digestion) has exceeded the amount of waste sent to landfill; and that the county overall has reached 52%, which was below target (53%) but was the first time ever that Gloucestershire has exceeded 50% recycling.

 

7.2       The Chair informed members that there has been some negative comments regarding pollution in rivers due to AD run off. The committee agreed that it would be timely to review the service standards of AD providers utilised by the Gloucestershire Waste Partnership.

 

7.3       The Chair informed members that Cotswold District Council would be undertaking a service review later in 2017/18 with the explicit aim of facilitating progress towards an integrated waste service across Gloucestershire, and would welcome the involvement and support of others within the Partnership to make this a success.

8.

Minutes:

8.1       Andy Pritchard, Joint Waste Team, gave a detailed presentation of the report. He noted that the increase in total waste volumes across Gloucestershire had resulted in increased costs overall for collection, treatment and disposal.

 

8.2       A member queried the overspend at Tewkesbury Borough Council, Julie Davis explained that the early acquisition of new vehicles had meant that depreciation was now included in the accounts.

 

8.3       The committee agreed to note the financial performance for 2016/17 as contained in the report, and to note the approved 2017/18 revenue budgets.

9.1       Scott Williams, Joint Waste Team, presented the report, drawing particular attention to the additional action B: to redirect a proportion of waste to Wingmoor Farm landfill in order to prolong the life of Hempsted landfill. This was a key action going forward.
