Election of Chairman

To receive nominations for election of Chairman.

Minutes:

 

Having explained that there had been some changes in membership following the elections in May, it was proposed, seconded, and the Committee,

 

Resolved

 

That the Chairman be elected for this meeting only, and that Cllr Quaile.

 

The Chairman took the opportunity to welcome Cllr Chris Coleman (Cheltenham Borough Council) to his first meeting and to formally record the Committee’s thanks to former member Cllr Whyborn’s for his sterling efforts as a founder member of the Committee.

Election of Vice Chairman

To receive nominations for election of Vice Chairman.

That the minutes of the meeting held on 1 April 2014 be approved as a correct record subject to the addition of Claire Locke (Cotswold District Council) in the list of officers attending.

End of Year Accounts - 2013/14

To consider the end of year accounts 2013/14.

Minutes:

 

A report summarising the Accounts for 2013/14 was tabled at the meeting.

 

In response to questions Jo Walker (Director of Finance, GCC) confirmed that although Tewkesbury Borough Council was already a ‘paid-up’ member of the Joint Committee, a decision would be required in the future on the level of financial contribution to be made if or when the two remaining authorities wished to join.

 

It was proposed, seconded and the Committee

 

Resolved

 

1.         That the statement of accounts for 2013/14 is approved.

2.         That the draft budget for 2014/15 is approved, subject to the addition of Tewkesbury Borough Council’s staff costs in due course, and

3.         That approval is given to the carry forward of £206,175 to 2014/15.

 

25.

Rigid Plastic Recycling Trial

An update on the Mixed Plastics Recycling Trial at Cheltenham Borough Council.

Minutes:

Scott Williams, Joint Waste Team, explained that as the trial period had only started on 2 June, it was not yet possible to draw definitive conclusions.  However initial results suggested that there had been a positive response to the promotion with the quality of deposits being good. 

 

As the aim was to have at least a 12 week trial period it was possible that a more detailed report could be presented at the Committee’s next meeting in October.

 

 

26.

Food Waste Procurement Update

An update from the Joint Waste Team.

Minutes:

The Committee noted that the procurement process was on-time, and that it was hoped to make the award of the contract in June.  Information on the successful bidder would be circulated in due course.

 

27.

Membership Update and Review of Inter Authority Agreement

An update on the membership of the committee, including a review of changes to the Inter Authority Agreement. 

Minutes:

 

The Committee noted the current position with the re-drafting of the Inter-Authority Agreement, and its approval by the constituent authorities.

 

It was agreed that a press release should be issued once Tewkesbury BC had formally joined the Committee to help highlight the valuable work the Committee and Partnership were undertaking in the county.

Household Recycling Centre Update

An update on activities and performance at the County Council Household Recycling Centres.

Minutes:

Tony Childs, Joint Waste Team, gave a detailed presentation on the current performance of the Household Recycling sites. 

 

The Committee were pleased to note that a recent survey had shown 95% customer satisfaction.

 

In response to questions, Mr Childs confirmed that information was available giving details on what could be taken to these sites and that the current opening times were established several years ago in order to maintain consistency throughout the whole year.

 

The Committee requested that a report be presented to a future meeting on ways in which the use made of the Re-use shops at HRCs could be increased.
