Nigel Roberts presented this report and explained that the current Scheme of Delegation for Officers was set out in Part 3 Section 5 of the Constitution. Following the decision taken be Cabinet on 15 December 2010 to move towards a new operation model, the Chief Executive has taken appropriate steps to make appointments to the new posts at Director level which were to take effect on 1 April 2011.
As a result of the creation of new posts and the deletion of certain of the Group Director posts, the Scheme of Delegation in the Constitution required amendment.
In response to a members’ concern with regard to the fact that delegated powers in relation to Emergency Management should be given specifically to the Chief Fire Officer, Nigel Roberts agreed to refer this to the Chief Executive and inform members of the decision.
