Appointment of chairman

To appoint a chairman for the meeting.

RESOLVED that Cllr Mark Hawthorne be appointed chairman for the meeting.

The minutes of the meeting held on 7 March 2012 were confirmed and signed as a correct record.

Public questions

To answer any written public questions about matters which are within the powers and duties of the committee. The closing date for the receipt of questions is 10.00am on Wednesday, 5 September 2012.

 

To answer any oral questions put by member of the public with the consent of the Chairman.

 

Depending on the nature of the questions asked it may not be possible to provide a comprehensive answer at the meeting, in which case a written answer will be supplied as soon as reasonably possible after the meeting.

Exclusion of the press and public

The committee may wish to exclude the press and public from the meeting during the consideration of the remaining items on the agenda in accordance with the provisions of section 100A of the Local Government Act 1972 (schedule 12A paragraph 4) which are:

 

Information relating to any consultations or negotiations, or contemplated consultations or negotiations, in connection with any labour relations matter between the authority and employees.

RESOLVED that the press and public be excluded from the meeting for consideration of the remaining agenda items in accordance with the provisions of section 100A of the Local Government Act 1972 (schedule 12A, paragraph 4). 

 

This provision relates to information on consultations or negotiations, or contemplated consultations or negotiations, in connection with any labour relations matter between the authority and employees.

Staff terms and conditions

Exempt report attached to the agenda for members of the committee.

Minutes:

The Director of People Services presented the report which outlined proposed changes as part of phase 2 of the review of staff terms and conditions.  The package of changes included in phase 1 had been agreed by the unions in 2011 and had been implemented.

 

The phase 2 changes covered a number of areas and were subject to ongoing negotiations. 

 

RESOLVED that, should the ballot of union members reflect a positive response to the proposals outlined in the report, the Council to make the necessary changes to terms and conditions and enter into a collective agreement with the recognised trade unions to implement those changes.  In the absence of a favourable vote, a revised set of proposed changes would be brought to the Appointments Committee at a future date.
