Interim Chief Fire Officer and Group Director Community Safety

Minutes:

Peter Jones, Deputy Chief Executive outlined the proposals to appoint an interim Chief Fire Officer and Group Director, Community Safety when Terry Standing retired in Spring 2010.  Peter pointed out that the next phase of the Building Our Future (BOF) programme would involve a fundamental review of the management structure of the authority, and it was therefore prudent not to recruit to the permanent position until the BOF review was completed.  To ensure operational resilience, Peter proposed that Chris Griffin, Deputy Chief Fire Officer be appointed as interim Chief Fire Officer and Group Director, Community Safety.

RESOLVED

THAT:

i.              As from the 1st April 2010, the Deputy Chief Fire Officer and Director Community Safety, Chris Griffin be appointed as interim Chief Fire Officer and Group Director Community Safety for a period of one calendar year.

ii.            The both the existing Chief Fire Officer and the interim Chief Fire Officer be authorised, in consultation with the Cabinet Member for Community Safety and the Chief Executive to initiate immediately the recruitment processes for a substantive Deputy Chief Fire Officer and to report back to a future Appointments Committee with the proposed arrangements regarding shortlisting and selection.

iii.           The Chief Executive be requested to report back to the Appointments Committee in the summer of 2010 with proposals regarding the succession arrangements of the interim Chief Fire Officer and Group Director, Community Safety.

iv.           In view of the number of significant variables in this process, the Chief Executive, in consultation with the Cabinet Member for Community Safety, be authorised to extend the fixed term of the interim Chief Fire Officer and Group Director, Community Safety by a further four months and prior to the expiration of that date, a further report to be brought to the Appointments Committee.

v.            The appointment of Geoff Sallis as Assistant Chief Fire Officer be noted.
