Minutes:

A member asked if the decision relating to the dynamic purchasing system reflected the Council motion on using low emission and electric vehicles.

 

Councillor Nigel Moor, the Cabinet Member for Environment and Planning, advised that it was part of the procurement process for contracts.  He undertook to speak to officers to ask them to provide more information on the process.

Consideration was given to the Cabinet Decision Statement for the meeting held on 24 April 2019.

 

Answering a question relating to Gloucestershire Sufficiency Strategy, Cllr Richard Boyles, Cabinet Member for Children and Young People, advised that a specialist provider would be appointed to run Trevone House in Gloucester.  He said that a risk assessment would be undertaken for each young person and staffing levels would fluctuate depending on service demands.

Minutes:

Cllr Rachel Smith asked that more information be provided on the proceeds that the Council received from individual asset disposals.  She said that this information was not routinely available from the Land Registry.

 

Cllr Ray Theodoulou undertook to speak to officers about finding a mechanism to publish the information and to inform Cllr Smith of the outcome.

To consider the Cabinet Decision Statement for the meeting held on 10 October 2018 including the recommendation relating to funding for the outline business case for M5 Junction 10.

Minutes:

Referring to the proposed parking operational services contract, Cllr Joe Harris asked for confirmation that the County Council was severing links with the District Councils to get a better on-street parking enforcement. He was concerned that enforcement was more focused in the car parks in towns like Cirencester.

 

Cllr Jeremy Hilton expressed concern at the fast staff turnover and lack of parking officers in Gloucester.

 

Cllr Dave Norman, Cabinet Member for Public Protection, Parking and Libraries, undertook to speak to the relevant officers and respond to each member after the meeting.

 

RESOLVED

a)  That up to £275,000 is allocated from the A417 Missing Link Reserve to fund the outline business case for M5 Junction 10, should the County Council fail to obtain funding from the Homes England bid.

b)To note the Cabinet Decision Statement for the meeting held on 10 October 2018.

With regard to the sub national transport bodies it was acknowledged that it was important that these be transparent and accountable, and the comment relating to the minutes, as to whether or not they would be published in the public domain, would be passed on to the appropriate body.

Consideration was given to the Cabinet Decision Statement for the meeting held on 18 April 2018.

 

Referring to the Cabinet decision on waste transfer, a member enquired whether the cost of delivering residual waste to Javelin Park had been taken account of in evaluating the scheme.  Cllr Nigel Moor, the Cabinet Member for Fire, Planning and Infrastructure, said that it was not an issue of concern as a financial reserve was in place to cover the cost.

 

Answering a question relating to the Community and Adult Skills Programme, Cllr Lynden Stowe, the Cabinet Member for Economy, Skills and Growth, advised that the Skills and Funding Agency provided funds on an annual basis.  He understood that the funding for the Council would be the same in 2019-20 as in 2018-19.

A member called for Cllr Vernon Smith, the Cabinet Member for Highways and Flood, to consult all members about the extension of the parking enforcement contract.

Answering a question regarding home to school transport, Cllr Paul McLain, the Cabinet Member for Children and Families and Strategic Commissioning, advised that the Government had provided a £2 million bursary to schools across Gloucestershire to provide support to the families of students who were struggling to meet the costs of transport.  He said that students who currently received support would continue to receive that support. 

 

Efforts were being made to make students aware of the availability of the bursary.  The home to school transport appeal process was available to those families who believed that they had a genuine need but had not received financial support.

A member asked if the Cabinet Member for Fire, Planning and Infrastructure could give an update on the Cinderford Northern Quarter Spine Road Project.

 

Cllr Will Windsor-Clive stated that he was hoping for work to start early in the new year and that everyone was working well together. He particularly noted the work of the Cinderford Regeneration Board. 

 

Another member queried what the cost was of providing the automatic discretionary financial assistance towards providing travel support for post 16 students accessing mainstream education.

 

Cllr Paul McLain, the Cabinet Member for Children and Young People and Strategic Commissioning, explained that this was set out in the report and that only 3% (389) of post 16 students received discretionary subsidised transport assistance through the Council’s policy at a cost of £126,000.

Cllr Paul McLain, the Cabinet Member for Children & Young People and Strategic Commissioning, presented the Cabinet recommendation relating to the Early Help and Children and Young People’s Partnership Plan 2015-18.  He said that the views of a wide range of bodies had been sought in developing the plan.  These included the Children and Families Overview and Scrutiny Committee, the Health and Wellbeing Board, the Clinical Commissioning Group and the Safeguarding Children’s Board.  The plan focused on vulnerable groups such as children in care, care leavers, children with learning disabilities, children with physical disabilities, children from chaotic families and children suffering from mental health problems.  

 

Referring to the Older People and Growing Older in Gloucestershire Policy, a member noted that a scrutiny review was being undertaken on the payment of the living wage by Council contractors.  She was anxious that the findings of the review would be taken account of in negotiating new contracts, particularly for domiciliary care staff whose hourly rates of pay were low.  She believed that people providing services on behalf of the Council should at least receive the living wage.  The Leader of the Council said that it was important not to pre-empt the outcome of the scrutiny review which had yet to be undertaken.  He stated that members needed to be mindful of the legal position and the limited funds available in the Council budget.   

 

The Leader of the Council stated that the Director of Strategic Finance would provide Cllr Sarah Lunnon with more detailed information on the transfer of £800,000 from the Business Support Service Revenue Budget in 2014-15 to the Community and Infrastructure Capital Programme in 2015-16 for property rationalisation schemes.

Cllr Will Windsor-Clive, the Cabinet Member for Fire, Planning and Infrastructure, presented the recommendation from the Cabinet meeting on 17 September 2014 relating to the proposed rail freight scheme at the Ashchurch Ministry of Defence site.  He believed that it was a sound decision to remove the proposed scheme because any potential negative impact would be outweighed by the positive impact of the Joint Core Strategy.

 

A member stated that the proposed rail freight scheme covered a small area and he believed that it might be helpful for a future employer moving to the site.

a)    To remove the proposed rail freight scheme at the Ashchurch Ministry of Defence site from the Local Transport Scheme 3.

Referring to the Building Better Lives consultation on future planning for services for people with disabilities, a member expressed concern at the poor attendance of members at a recent workshop.  He urged members to read the information on the consultation and engagement process that had been circulated before the start of the meeting.
