Purpose:

To seek approval to:
a) vary the current contract for Translation and Interpretation Services from a one year extension option to an up to one year extension option in order to allow us to align commissioning of these services with our NHS partners; and
b) approve the exercise of the option to extend the contract with the current provider for up to one year; and
c) delay and revise the route for the procurement of Translation and Interpretation Services that was approved by Cllr Stephen Davies, Cabinet Member for Children’s Safeguarding and Early Years on 19 July 2022.

Decision:

In coming to this decision I have given due and full regard to the requirements of the public sector equality duty contained in section 149 of the Equality Act 2010 (“the Act”) by reference to the law itself and also the relevant Equality Impact Assessment, which was prepared in accordance with the requirements of the Act.

 

Having fully considered all the available information, I have decided to reject the alternative options and take the recommended decision to:

1.    Approve a variation to the current 2+1+1 contract with DA Languages from a one-year extension option after the initial one-year extension expires on 31 August 2023, for a further one-year extension to include a clause to terminate on one month’s notice

2.    Approve the delay to the implementation of the previous Decision regarding the Procurement of Translation and Interpretation Services for use from September 2023 taken on 19th July 2022

3.    Delegate authority to the Executive Director of Children’s Services, in consultation with the Cabinet Member for Children’s Safeguarding and Early Years to review and determine each option to extend the contract up to a maximum of one year

 

4.    Delegate authority to the Executive Director of Children’s Services, in to

a)    use the following procurement route as part of the amended timetable for the Decision referenced in recommendation 3:A partnership approach with Gloucestershire NHS partners to conduct a mini-competition process under Interpretation and Translation Services – NHS SBS in respect of a call-off contract(s) for the supply of Translation and Interpretation Services divided into the following Lots:

LOT 1: FACE TO FACE (SPOKEN/VERBAL) INTERPRETATION

LOT 2:  BSL INTERPRETATION AND TRANSLATION

LOT 3: TELEPHONE INTERPRETING   

LOT 4: DOCUMENT TRANSLATION, TRANSCRIPTION AND ANCILLARY SERVICES     

LOT 5: VIDEO INTERPRETATION -

LOT 6: One Stop Shop (ADDITIONAL SERVICES) other translations or transcription services

 

Such Lots may be awarded to the same tenderer under a single call-off contract or awarded to separate tenderers under separate call-off contracts. The proposed call-off contract(s) shall continue for an initial period of 3 years and include an option to extend its term for a further period of not more than 2 years (1+1).

b)    Award such call-off contract(s) to the preferred tenderer(s)

c)    Determine whether to exercise the option to extend such contract(s) for a further period of not more than 1 year on the expiry of the initial 3-year term and;

d)    Determine whether to exercise the option to extend such contract(s) for a further and last period of not more than 1 year on the expiry of the initial 1 year extension
