The Joint Core Strategy (JCS) is part of the statutory development plan for Gloucestershire and heavily influences the quantum and future location of future growth in the JCS area. The purpose of this report is to confirm Gloucestershire County Council’s (GCC’s) participation in relation to the current review of the JCS, including the signing of a formal Partnership Agreement between GCC and the three local planning authorities.

In coming to this decision I have given due and full regard to the requirements of the public sector equality duty contained in section 149 of the Equality Act 2010 (“the Act”) by reference to the law itself.
Having fully considered all the available information, I have decided to reject the alternative options and take the recommended decision:
To delegate authority to the Assistant Director for Planning and Economic Development (in consultation with the Cabinet Member for Environment and Planning) to sign and subsequently implement the JSP Partnership Agreement.
For the reasons set out in the report.
