To consider adoption of the council's Pay Policy Statement for the financial year 2020-21, as amended. This decision was delegated to the Chief Executive of Gloucestershire County Council under the council’s Delegated Powers to Officers (CE1) Section 5 of Part 3 of the Constitution.

Each year, as required by the 2011 Localism Act (Pay Accountability), the County Council is required to publish a Pay Policy Statement. Under normal conditions, the council’s Appointments Committee, (having considered the proposals), make a recommendation to Full Council to adopt and publish the updated statement for the following financial year (April to March).

At the Appointments Committee meeting on 6 March 2020, the committee recommended that the revised pay policy statement for the 2020/21 financial year be adopted, prior to publication. A copy of the statement is attached.

In response to the current Covid-19 emergency, the council’s Full Council meetings on 25 March and 13 May 2020 were cancelled. The next Full Council meeting was not until late June.

It was therefore necessary for the council's Pay Policy Statement (as amended) to be considered for adoption by Pete Bungard, as Chief Executive of Gloucestershire County Council.


Following the recommendation of the Appointments Committee on 6 March 2020, and having consulted with the Chair and the Leader of Council, the Chief Executive of Gloucestershire County Council, (under CE1 of the council’s delegation of officer powers), considered all the available information, rejected any alternative options and agreed to take the recommended decision for the reasons set out in the published decision report to; 


Adopt the Pay Policy Statement for the financial year 2020-21, (for publication), as amended.
