Decision details

Consultation in respect of plans to commission early intervention mental health services (including a Self-Harm Helpline) for over 18s

Decision Maker: Cabinet Member - Public Health and Communities

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: Yes

Purpose:

To seek approval to carry out a consultation process with service users which will inform the council’s plans to commission early intervention mental health services (including a Self-Harm Helpline) for adults before such commissioning plans are submitted to Cabinet for approval.

Decision:

In coming to this decision I have given due and full regard to the requirements of the public sector equality duty contained in section 149 of the Equality Act 2010 (“the Act”) by reference to the law itselfand also the relevant Equality Impact Assessment, which was prepared in accordance with the requirements of the Act.

Having fully considered all the available information, I have decided to reject the alternative options and take the recommended decision to:

  1. delegate authority to the Executive Director of Adult Social Care and Public Health to approve and implement the Consultation Plan for a 6-week consultation with service users that will inform plans to commission early intervention mental health services for adults and the provision of a Self-Harm Helpline;

  1. approve the implementation of a soft market engagement exercise that will provide the Council with a greater understanding of the early intervention mental health services market.

For the reasons set out in the report.
