To ask the Cabinet Member for Children’s
Safeguarding and Early Years to ratify the decision to allocate and
distribute support to vulnerable families. The Government announced
on 8th November 2020 the availability of a £1,507,674 package
(the COVID Winter Grant) of extra targeted financial support for
those in need in Gloucestershire over the winter 2020/21
In coming to this decision I have given due and full regard to the requirements of the public sector equality duty contained in section 149 of the Equality Act 2010 (“the Act”) by reference to the law itself.
Having fully considered all of the available information, I have decided to reject the alternative options and take the recommended decision to:
Ratify the following decisions:
1. To approve the process described in section 23 & 24 of this Report for distributing up to £1.1m financial support package from the COVID Winter Grant to Auriga Services Ltd under oversight from the existing panel(s).
2. To award without further competition a contract for the supply of food, energy, water bills and other essentials to the local welfare provider known as Auriga Services Ltd on grounds of urgency, due to timescales that did not allow a formal tender process. The proposed contract shall continue for an initial period of 4 months and include an option to extend its term for a further period of not more than 1 month.
3. To provide £300k in funding split equally across each of the District Council to spend on localised schemes within the remit given to the county council by Government under the COVID Winter Grant.
4. To approve administrative costs incurred by Children and Families Commissioning of up to £79,153 in relation to overseeing the applications to be funded from the COVID Winter Grant.
