The following key decision was implemented in accordance with the Council’s Special Urgency Rules because the decision was urgent and it was not possible to publish details about the decision on the Cabinet Forward Plan.

 

Decision

 

To allocate grant funding from the government’s COVID-19 Local Authority Emergency Assistance Grant (Food and Essential Supplies) for the provision of emergency welfare payments to be distributed through the COVID-19 Emergency Living Fund and COVID-19 Children’s Fund

The Chair and Vice Chair of the Children and Families Scrutiny Committee, and the Chair of Council were notified of the need to take the decision as an urgent decision and that the decision would be implemented without pre-implementation review.

Decision:

In coming to this decision, Cllr Richard Boyles, Deputy Leader and Cabinet Member for Children’s Safeguarding and Early Years, gave due and full regard to the requirements of the public sector equality duty contained in section 149 of the Equality Act 2010 (“the Act”).

 

Having fully considered all the available information, Cllr Boyles decided to reject the alternative options for the reasons set out in the published decision report and take the recommended decisions to:

 

1.    Allocate Gloucestershire’s grant from the government’s COVID-19 Local Authority Emergency Assistance Grant for Food and Essential Suppliesto provide emergency welfare payments to be distributed through the COVID-19 Emergency Living Fund and COVID-19 Children’s Fund and

 

2.    Delegate authority to the Assistant Director for Integrated Children and Families Commissioning to:

 

a.    Establish a COVID-19 Emergency Assistance Fund Panel to oversee the administration of the fund and advise on the payments, as detailed in the attached Terms of Reference;

b.    Authorise payments from the fund in consultation with the panel;

c.    Vary the Council’s existing contract with Auriga for administration and distribution of the fund to beneficiaries.
