Purpose:

The following key decision will be considered using the Council’s general exception rules because the decision is urgent and it has not been possible to give 28 days notice on the Forward Plan.

 

Decision: To seek formal approval of the Gloucestershire Local Outbreak Management Plan (GLOMP) and allocation of the Local Authority Covid-19 Test and Trace Service Support Grant.

 

The decision will be taken by the Leader of the Council.

Decision:

In coming to this decision, Cllr Mark Hawthorne, Leader of the Council, gave due and full regard to the requirements of the public sector equality duty contained in section 149 of the Equality Act 2010 (“the Act”) by reference to the law itself and also the relevant Due Regard Statement, which was prepared in accordance with the requirements of the Act.

 

Having fully considered all the available information, Cllr Hawthorne decided to reject the alternative options and take the recommended decisions for the reasons set out in the published decision report to:

 

  1. Adopt the Local Outbreak Management Plan;

 

  1. Delegate authority to the Director of Public Health, in consultation with the Cabinet Member for Public Health and Communities, to

 

a.    Allocate the Local Authority Covid-19 Test and Trace Service Support Grant in order to deliver the objectives in the Local Outbreak Management Plan;

 

b.    Review and revise the plan as necessary in response to the COVID-19 pandemic and national guidance.

 

The decision was considered using the Council’s general exception rules because the decision was urgent and it was not possible to give 28 days prior notice of the decision on the cabinet forward plan.
