Having fully considered all available information, the Cabinet Member for Environment and Planning decided to reject the alternative options and take the recommended decision to delegate authority to the Executive Director of Economy, Environment & Infrastructure, (in consultation with the Cabinet Member), to:
a) Enter into a Consultancy Services Agreement with Highways England, relating to the delivery of the detailed design of the Scheme, provided a prior decision by Highways England under their designated funds programme has been made to fully fund the delivery of such detailed design; and
b) Instruct the council’s highways professional services supplier (namely Atkins) to begin work on the detailed design of the Scheme
