07/08/2017 - Purchase of properties to develop residential children’s homes for young people

To seek Cabinet Member approval to conduct negotiations to purchase properties to provide residential children’s homes in accordance with the overall plan to provide an Intensive service for the most vulnerable young people.

Cabinet agreed in February 2017 investment to develop an intensive service for the most complex young people as current provision is not meeting their needs adequately. Dual pressures on sufficiency of placements and spend on this group is acute and offers significant risks.

Development of this service offered the best chance of:

1. Improving the council’s ability to place the most vulnerable young people in placements that comply with regulatory requirements

2. Improving outcomes for this group, including reducing offending improving stability and improving educational and employment prospects.

3. Containing and reducing current spend

15/06/2017 - Short Breaks Update

In December 2016, Cabinet took the decision to respond to the short breaks consultation feedback by requesting that the Commissioning Director, Adult Services, develop a plan for consideration by Cabinet that makes recommendations on the future of residential provision, having regard to the full spectrum of need within the short breaks plan. This report to Cabinet on 19 July fulfils the requirement in this action.
