Purpose:

To seek approval to conduct an EU public procurement law compliant procurement process to award a framework contract and call-off contracts thereunder apprenticeship provider(s) for the delivery of apprenticeship training for non-qualified social work staff for a period of six years. 

 

The shortage of qualified social workers is a national issue. The council has significant gaps in the resources it needs to manage the demand on social work services. One of the few strategies available to the council for increasing the social work resource is to develop our own pool of stable professionals with a commitment and loyalty to Gloucestershire. It is envisaged that a decision to use local and existing staff will increase loyalty to Gloucestershire.

Decision:

Having fully considered all available information, I have decided to reject the alternative and take the recommended decision to authorise the Director of People, in consultation with the Cabinet members for Children & Families and Adult Social Care Delivery to:

 

1.    To conduct an EU public procurement law compliant procurement process for the purpose of awarding a six year framework agreement for the delivery of apprenticeships training for non-qualified social workers.  The total value of the contracts that would be awarded from the framework is estimated to be £621k.

 

2.    Upon conclusion of such procurement process to award a framework agreement to a maximum of two of the highest scoring tenderer[s], who meet or exceed the council’s minimum award criteria or, in the event that any of the highest scoring tenderers are either unable or unwilling to enter into a framework agreement with the council, to enter into such framework agreement with the next highest scoring able and willing tenderer; and

 

3.    To award up to five call-off contract(s) under such framework agreements (up to the value of £499,999, in respect of any single call-off contract), as appropriate and is dependent on the tenderer(s) meeting our requirements for the delivery of social work apprenticeships or, in the event that the preferred provider(s) for such call-off contract(s) are either unable or unwilling to enter into those contract(s), to enter into such call-off contract(s) with the next highest scoring able and willing framework provider(s).  The term of each such call off contract shall be for a period not exceeding three years. 

 

Any call-off contracts whose value will exceed £250k will be made in consultation with the relevant Cabinet Member.

 

Any call-off contract whose value will equal £500,000 or more must be the subject of a separate Cabinet Decision.
