Decision:

Having fully considered all available information, I have decided to reject the alternative options and take the recommended decision to delegate authority to the Director of People to:

(1) Carry out a public procurement law compliant procurement process, using a Crown Commercial Service framework agreement, for the award of a one year call-off contract for the provision of Schools IMS & Accounting Software from February 2020, which will enable the Council to continue to support schools with their Information Management and Financial Management System requirements. Such contract will include an option to extend its term by one further year on each of the first, second, third and fourth anniversaries thereof (that is, a maximum tern of five years).

(2) Following completion of such procurement process, to direct award and enter into a contract with the supplier (Capita) as per the terms of the CCs Framework agreement.

(3) To authorise the Head of Legal Services to execute such contract by affixing the council’s seal thereto.

(4) To authorise the head of ICT to exercise each of the options to extend the term of the contract annually as required, up to the maximum of 5 years in total descried in Recommendation 1.
